Pros / Cons

Pros:
* You'll be capable of tanking most things.
* Magical or Physical, neither are a real match.
* Thanks to Ethereal Staff you'll be able to do some damage.
* Strong early CC

Cons:
* Rather immobile
* Susceptible to getting CC'd
* Lack of auras, however, thanks to Salvation you'll still be able to help teammates.

Summary

I've personally used this build quite a lot lately, I'm not that high of a mastery yet (Only rank 2) but I still find it to be rather effective.
As noted, you can pick your actives as you like. Because of Khepri's innate lack of mobility I usually go for a Combat Blink and an Aegis Pendant to escape sticky situations.
Depending on how well your laning phase goes, you'll probably want to rush Stone of Gaia and Boots first, before heading on to Heartward and Hide of the Nemean Lion.
If you manage to get a full build, any enemies who rely on either basic attacks or melee range will be slowly killing themselves due to the Mystical Mail/Hide of the Nemean Lion combo.

As noted before, I'm not an expert. I haven't got that much mastery.
Also, this is my first build on here. I'll update it later with more information concerning everything.

I'm sorry, but this isn't a good build or level order at all. Rising Dawn should be taken at level one and maxed first. I would probably take Solar Flare at level 2 so that you don't have to dash through minions and leave yourself vulnerable while doing damage and CCing the enemy at early levels.

Additionally, you're missing an important item in Sovereignty, making you a far less effective tank, and your actives also need to be looked at again.

What match up is this for? 1v1?

I hardily suggest not using Aegis Pendant on a guardian. Shield of the Underworld combos extremely well with Hide of the Nemean Lion and it's also good without it, so I recommend that.
