Does (armor) penetration apply to abilities?

Just as the topic says....does armor penetration apply to abilities? Let's say for example loki...if you have any item for armor penetration...does it apply to his Aimed Strike?

Titan's Bane, flat penetration from Warrior Tabi etc works with abilities, but The Executioner only works with basic attacks (you have to hit 1-3 basic attacks to apply the debuff, so it basically doesn't help you until your 2,3 and 4 attack).

Aimed strike is a steroid of sorts to your basic attack, so with this ability you would also apply a stack of debuff from The Executioner ;)

Yup. If you have a god that uses a lot of basic attack, combining it with items that stack with basic attacks are money. But as an example, and please someone correct me if I am wrong, loki's assasinate (ult) does not consist of his basic attack so items like voidblade, titans bane would increase the power on this. Hope this helps.

It is a basic attack I think, (At least I've heard that Athena passive can block it) :p

But it might have been the 3, not sure..
