In the middle of a game, I'll get affected by a giant stone rune that "counts" down and then stuns me, lowering my vision while it counts. It's really frustrating, because I don't know what's causing it.
Sounds to me like it's just Xbalanque's ultimate ability, Darkest of Nights. If there's a Xbalanque on the enemy team who uses that ability, that will happen.
Its a bug. That sometimes happen everytime 3 gods dies. It was supposed to be used as a random debuff encounter for all teams in a special map HiRez will be releasing in a few patches after. But they accidentally placed it in the game already in all maps.

MadDanny is right. It happens at random, but seems to happen more often with some gods on the field. It's been here for ages and hasn't been patched yet. TY HiRez.
Dacoqrs is also right. It USED to be Xbal's ultimate, but was patched out of the game and replaced with something else. Now it's a permanent bug that never seems to go away.
