The main problem here is that unless this is your only attack speed item (which should never be the case as a phys carry) it's just not worth it because of it diminishing.
To make Fatalis a viable option I think it should be:
+50% Attack Speed
+20% Movement Speed
25% Cooldown Reduction
Even then you are still missing out on damage and / or other stats that you would gain from another item, but in this form it could actually beneficial using some unorthodox builds.
