Susanoo is the god of storms, he had rivalry with his sister. After losing a challenge he raged and was banished from the heavens

Passive: Sword of the Gathering Clouds of Heaven
Every 10s Susanoo gains a cloud charge. For every charge he gains +1% critical chance with a max. of 25%
Each critical strike removes 5 stacks. Death removes all of stacks.

Ability 1: Timely strike
Avtive: Susanoo's next 7 strikes deal a shocking amount of damage. When hitting an enemy static will bounce off them to the nearest enemy.
-Static damage: 15% of strike damage
-Bonus damage: 10/15/20/25/30(+25% of magical power)
-Cost: Susanoo recieves 35% of the magical damage dealt as damage to himself, no cost to static damage.
-Cooldown: 20s
The buff can be canceled at any time.

Ability 2: Stormy rage
Passive: For every 10% of missing health Susanoo gains 10 bonus true damage to attacks
Active: Susanoo goes into a frenzy gaining bonus damage and protection. Auto attacks gain a cleaving effect.
-Bonus damage: 20/25/30/40/45 (+5% of Physical power)
-Cooldown: 15s
-Duration: 1.5/2/2.5/3/5s
-Cost: 7% of max. health
When ability is on cooldown passive is deactivated

Ability 3: Gust from the East
Passive: Susanoo gains +5 movespeed for every 100 magical power.
Active: Susanoo summons a gust to fire him though the air as he smashes his sword in the ground upon landing dealing damage in an AOE. Targeting looks like Xeblanque leap with a smaller circle in the middle of the big one.
-Damage to small circle: 80/90/100/120/150(+35% of magical power)
-Damage to big circle: 60/80/90/110/130 (+25% of magical power)
-Cooldown: 22s
-Mana cost: 80/100/120/140/160
Passive is deactivated if ability is on cooldown

Ultimate: Splitting the Air
Susanoo slices the air releasing the wrath of the storm in a thin strip in front of him dealing some damage as well as draining magical and physical power from the gods that were caught in the storms path.
-Pure Damage: 200/250/300/350/400 (+10% of Physical power) (+10% of Magical power)
-Power drained: 10/20/30/40/45
-Cost: 25% of max. health
AND
200/250/300/350/400 mana

It has been done in almost every MOBA.

He does not use mana for 2 of his abilities instead he takes damage.

He is so reckless he hurts him self in the proses since his sword is so powerful, anything else?

Examples of health abilities in other Moba:

Pudge rot ability deals damage to himself every second dealing the same damage in an AOE(DOTA2)

Dr. Mundo can also do damage in AOE every second for a cost of health every second, If he throws his cleaver he takes damage. (Leagues of legends)

Centuar Warrunner has an ability namely Double Edge that deals major damage to enemies aswell as himself, this cannot reduce his health below 1 though (DOtA2)

HoN has a almost exact copy of pudge in it.

The Darkin Blade has an entire skillset that revolves around him damaging himself collecting his own blood that is used for healing later on.

Good job there, looks fun to play with, some opinions next:
The cost of Timely strike can be very high, specially because he can have high critical, maybe u should lower it down or change the cost to a fixed ammout of health.
I really liked skill 2, but sometimes, it could be better to not use it, just letting the passive effect (50% HP = 50 damage), i think u should rework the scales.
Ability 3, maybe increase the small circle damage?
Ultimate, maybe increse the bonus from powers.

^ It only costs magical damage (Timely strike) so criticals would deal physical damage.

His passive seems a little overpowered if you ask me, maybe it would be better off with removing 5 stacks instead of just 1 each time he crits, just to ease it out in the late game roaming, or else he would just need Rage + Deathbringer in order to almost always crit for the next 25 basic attacks. I like the idea though, but the numbers are for now way too unbalanced.
