He is often shown flying in the sky riding on the Wind Fire Wheels, has the Universe Ring around his body (sometimes in his left hand), the Red Armillary Sash around his shoulders and a Fire-tipped Spear in his right hand.

If we follow that lore.. it probably is:

Passive: Ultimate: Child of the Lotus or Reincarnate (Death timer, Reincarnation or Heal, one of this 3 mechanics will be applied)

Skill 1: Armillary sash (It's a Grab, and has a final hit)

Skill 2: Flaming spear (It's a buff, probably Attack speed and penetration)

Skill 3: Universe Ring Toss (It's a projectile, maybe with a stun or slow)

Skill 4 - Ultimate: Wind Fire Wheels (He fly on the wheels while alive so it will probably gives % speed)

The ultimate phase is this:

He Lift, then dash, then he comes down and makde a knockdown followed by a blast.
