Update 2/14/13
The patch hasn't really affected my build and playstyle
however there seems to be a hidden nerf to vulcan when it comes to the Turret
Upon placement, there is AT TIMES a second delay for the turret to shoot when placing it down.
I still choose boots of celerity for the 40% run speed to chase and get in front of the enemy to drop a thumper and cannon in front, block them with my character and pointblank them with backfire.
Trust me - if done right, noone can outescape you - not even Neith.
=============
2/17/13
Confirm the turret has a delay upon placement of 1.5second
this is not intended and will be fix on the next patch
issue was comfirm with a hi rez employee on the forum

2/24/13
Update, Turret delay has been changed back to it's default setting.
Upon laying down turret, it takes .25sec for it to shoot it's first shot.
Sniping Vulcan is back!

For a more aggressive approach
1) Warlock Sash
2) Boots of Celerity
3)Obsidian Shard
4) Rod of Tahuti
5) Banecroft's Talon
6a) Chrono Pendant - if you're dealing with squishies and fast runners or doing great at ganking
6b) Void Stones - If you're dealing with tanks, and those with magical def - you'll need that extra penetration
6c) Pythagorean Piece - If you're losing the game, making a comeback - you'll need this item and start working with your teammates to attack. It is essential at this stage, you are playing aggressive defensive. Do not allow them to push you back.
If the gold and game allows it - SELL YOUR BOOTS for Chrono Pendant since you are no longer ganking and the CD reduction will help!
Backfire - This is my main priority when it comes to MID LANE.
By level 8 you should have it maxed out and able to knock out entire waves.
You are able to harass and threaten most Gods and be mana efficint, therefor you get to stay in your lane LONGER and get more GOLD and XP than your opponent and teammates.
At the end, you will be dealing 500-800 Backfire damages to GODS depending their def.
Cannons - By level 8, you should have 2 ranks into Cannons.
Enough to become a bothersome to your opponent and have him/her thinking, do I waste mana to kill his turret or not.
Also by that time, your Backfire is max and the enemy needs to get within range of your Backfire to destroy cannon - so place it right and play smart and you will kill the waves and damage their gods, forcing them to pot for life, reteat or succesfully destroy your turret and waste mana.
Thumper - lower levels, you are not ganking yet or usually in trouble. Around level 12-13 is when things becomes rough for you, But by that time, you got boots and Beads or boots and Aegis to escape any issue. At level 14+ you are safe with thumper slow + boot.
At level 6 is when you get your first thumper - if you got the mana and mana pot to use it, than feel free to use it as a harrassment tool on the mid lane opponent
OR
Use it as a backup escape route if you need to run away, allowing you a gap between the opponent.
Ultimate - Reason I have this last is simple
IT DOES NOT CONTRIBUTE TO DAMAGE OUTPUT.
With the current build - your turret are strong enough to stand and for the most part, early stages, you're not even using turret as much to begin with.
This is a completely different PLAYSTYLE OF VULCAN.
When your BACKFIRE has dealth enough damage to the opponent + boots of celerity - you begin to chase, pop level 1 Ultimate, drop Thumper, drop Cannon and continue to run in front of the opponent, BF cooldown is up, blast, if not you're in front still and can drop another Thumper/Cannon.
level 1 or 5 Ultimate doesnt matter with boots of celerity - so in reality - you are getting def for the turret is all and the 360degree cannons.
Once you have destroyed the first middle tower and have level 3 Boots of Celerity - it's time for Vulcan to start helping Left and Right lane push through their first towers.
With all the speed, always make sure you drop your thumper and turret in a path where you know the enemies will retreat right into it.
Wait until your CD is ready again before ganking behind than go.
eason is - if they manage to survive your gank and run away and pass through your first turret, the snare + your botts will close the gaps.
Hit your Ultimate and drop another turret and/or thumper - DEAD
with boots of celerity - noone should escape you. If you have creeping curse, even better
once all 3 first towers are done, go back to your mid and destroy the 2nd tower, than rinse and repeat.
You will notice, you rarely have to teleport back to your base.
So Start paying attention to your gold and only return when you have enough gold to buy 3rd rank items. The longer your in the field, the more XP and GOLD you will get.
Once you have Rank 2 Turret, go to any camp, drop it and use backfire, run to the next one and repeat - the CD should be ready.
MID GAME - your turret can solo 1 camp and you can run of to a 2nd camp, drop thumper and backfire
END GAME - turret 1 camp, thumper 1 camp, you solo a 3rd camp with backfire.
