Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Malicious only gives CDs to Skadi's 1 and 3. Kaldr is a passive so it doesn't work on him.
Brainmuffin17's take on Envenomed is spot on, and, if you slow someone while Atalantas Passive is active, you can pretty much run them down.
Lastly, I would say that Malicious is more of an item you would see on Assassins paired with Bumbas Hammer, typically like Loki that AA cancel their kits.
If you were going heavy ability-based, like...Fail + Malicious, it can be fun and nice, but it just feels more functional when you've already got some base CDR behind it.

- Malicious: great for any ADC that is either ability reliant or hybrid. In the case of Devil's build example, he's building almost a purely basic-attack format. Even then, Malicious can be useful, esp because Skadi has those long CDs, but I'd consider it more in a match-to-match situation where she's mostly not getting jumped and is keeping enemies at distance for poke.
- Envenomed: more for basic attackers, or some hybrids. It's also the choice I would consider for a more ability-based hunter, if some of the enemies are w-keying me. The damage reduction and slow can help keep them at distance for you to poke and wear down.
