Notes This is the standard build i use in my rankeds, the order of purchase is like that. Obviously, if they have a healer you would buy Divine Ruin instead of Spear of The Magus, plus if you dont get lvl 20 and you have enough gold, you would buy Soul Gem before Gem Of Focus

How to play: Passive

Basically you are a mobile shop, you dont need to recall as long as you dont get bursted/ without mana. Triple mana potion will give you that extra sustain, the healing comes from your 3. Try trading the enemy midlaner at the same time you clear the wave. Your 1 and 3 have a lot of clear/mobility/pressure. Recall only if you reach lvl 12, and if you are low on health/mana. Otherwise recalling is not worth it while playing Chang'e.

JG gank at lvl 2

Once blue is done, junglers will aim to get those mid harpies on the solo laner side. Usually they just ward it to make sure the enemy jungler doesnt steal it in front of them. You can help your jungler warding that camp if you won the first wave pressure. Once the JG comes, you have a strong trade option since you will have your 3 ready to heal him. This phase of the game will decide whether you assert dominance in your lane or not, if you manage to steal both midcamps and make the enemy jungler recall, your early is exquisite

How to play: Know your damage

What i usually do is rushing Shoes of the Magi early with passive, if its possible get it before lvl 5 so you can surprise the enemy with tons of damage. Always start your combo with your ult, if he is low you can try saving your ult to secure the kill. Chang'es ultimate is the only abbility with range, all her abbilities are pretty much melee ranged compared to other mages. Anytime you see the enemy midlaner at 50% health, dont be shy, spam your 4 1 3 "combo", if you dont kill him you will force him to recall. A **** move i usually do is waiting for him to come back from his red, and surprise him with a oneshot (S8 Red buff deals a lot of damage, if he tries to do it alone, he will come back to lane nearly death)

How to play: Lategame Doodoo goddess?

No. Chang'e maybe is not that strong as other gods, but if you manage to outperform earlygame, your late will be OK. Just be sure to spam all your abbilities, sooner or later you will end up being top damage xd. Also, IMO all gods that can stay alive easier than others are meta in this season, Chang'e has a lot of sustain and its a really safe pick.
