The idea with her is to get in, kill your target and get the hell out as quick as possible. Jing Wei is the perfect hunter to do this with. For example if you're forced to back and your team is pinned under tower but the enemy is at half health you can use your passive, fly over them, land behind them and by late game you can wipe the whole team if you execute well, and if you get yourself in trouble it's just a quick dash right back under tower.
Her ult can be used as damage, an extended chasing ability, a tower diving ability and even an escape if your dash is down. I personally think that, because her ult has so many uses, it is one of the best in game.
Initiating with her dash is always a good idea as it can get you passed tanks quickly and makes you a more effective chaser for 3-6 seconds, which by late game is all the more time you'll need to kill your target.
The idea behind the early game build is to get your attack speed and movement speed up as quickly as possible because that plays to Jing Wei's strengths. Building Qin's Sais early gives her a massive power spike early on which is important to keeping an edge over your opponent.
Once you get to mid game its all about movement speed, Hastened Fatalis gives a 10% movement speed increase on top of the 18% granted by Ninja Tabi, while also allowing you to keep pace with an enemy in full retreat thanks to its passive. Adding even more to that is Bloodforge's passive giving you an additional 20% movement on top of everything else. All of this combined with Jing's dash effect, which makes you immune to movement speed penalty for 3-6 seconds when attacking, means you'll be a very effective chaser.
Finally lets add to that the late game items; Wind Demon and Death Bringer. Wind Demon keeps true to the point of this build; get in quick, burst them down, get out quicker. This is done by its passive, which gives you a 20% increase to movement speed and attack speed for 3 seconds every time you crit. This means if your Bloodforge's passive, Wind Demon's passive, and your dash was just used you'll have an additional 63% of your base speed. Death Bringer makes those crits more painful and brings them out more often.
As for relics its pretty straight forward, if you need beads to avoid particularly painful hard crowd control get them, if not then pick up meditation as it will help you keep your mana and health up early game, and keep you alive if you make a mistake while chasing down an enemy. Sanctuary is almost a must have for Jing because again if you make a mistake while chasing it can keep you alive long enough to get yourself out of trouble.
Consumables are also very straight forward, health and mana potions as needed early game, and once your build is finished if you have the gold to burn go ahead and make your basics a lot more painful by grabbing one or both of the power potions listed.
Optional item changes, if you're in a situation where a guardian or warrior is giving you problems then picking up Masamune is a good option. The passive gives you extra damage to those with more health than you. Additionally in a situation like this it may be worth it to sacrifice Bloodforge's passive benefits in exchange for the 15 pen given by Asi.
