Been using Loki a lot in Arena since closed beta. I think I'm a pretty good Loki player. I don't play any other modes. Only Arena. I don't usually stick with one build, but I find this has been working well lately.
I'm not sure if Rage and Qin's Blades switching purchase order would may be better. I think the additional power and attack speed helps early game in Arena. The rest are pretty essential for ADs.
For the last item, it all depends on the game. I treat the last item as a 'bonus' because, the Core build usually is enough to rake in the kills. But, by default, I build Hydra's Lament. I only change if they have more than one tank building crazy physical defence. If the enemy have three or more tanks (it happens) then I'd build Titan's Bane. If they have two tanks, I build Jotunn's Wrath. Void Blade if the enemy have a good Loki or Ne Zha. I don't usually build Frostbound Hammer in many games. I only build it when I notice a lot of enemy players escaping death with like 100 health points or so. Frostbound Hammer really helps keep them close to confirm the kill.
I never build Fatalis, I find it a waste. Although, the latest change to it (no slow down while moving backwards and sideways) does make it more interesting, but Loki does not need this. I'd use Demonic Grip over it any day because of the power. Remember, Loki is not Ne Zha, you are not supposed to be basic attacking a lot to kill. Loki is built as a burst damage god. So attack power > attack speed. Hence why Hydra's Lament is very ideal due to its passive.
They way I play Loki in Arena is just the standard way. Stay back, watch squishy enemy health and confirm the kill when you get the chance.
How I initiate is to usually go invisible, run to the enemy god while I activate Aimed Strike and proceed to rape them. Watch out for gods like Neith who have escape abilities. Only attack if they have extremely low health, that way, your bleed from Vanish will almost always finish them off.
When the enemy team are not occupied and are focused, I usually go round the side and come up behind a squishy and attack with Aimed Strike and a few basic attacks (trying to get a kill as much as possible) before my victim's team mates notice me. When they do, I activate Stealth and GTFO out of there ASAP. The best way is to activate Aimed Strike then ult into a squishy and after killing them, Vanish outta there.
Also, remember to use your ult as an escape ability too. The cooldown is worth saving a death.
