At the start of the game you won't have any gold to spend on potions in, which means you must play conservatively early because a lack of potions will combine with Artemis being a late game Goddess to make a early game especially dangerous. That said once you get through Bloodforge you can become more aggressive because you will have more sustain and be starting to reach Artemis' full potential. By the time you have both of your crit items finished it will be time to go on the hunt because you should be in the late stages of mid game or the early stages of late game making her far more deadly.
Artemis has some crit chance with her passive meaning that a crit build on her is more viable than on other hunters. Wind Demon in its current state makes it better than the all other crit items in game because of it's attack and movement speed bonuses from it's passive. Transcendence is necessary for Artemis as she has fairly high mana costs and early game she will need all the extra mana she can get, and in late game the fully stacked Transcendence power is helpful. As for Bloodforge it's movement speed buff and it's extra health granted for its passive makes it compliment your Wind Demon quite well. Moving toward relics I personally stick with beads and sanctuary, though if there isn't much hard CC on the other team you might opt for sprint over beads to have more disengage as Artemis lacks an escape. Finally when it comes to consumables, health and mana potions are early game as needed items, while the power potions are for late game if you have the extra gold to burn after your build is complete. I personally enjoy buying those immediately after a Bull Demon King kill for my team, and then end on picking up the red buff if possible. By doing this you can absolutely destroy the enemy team almost single-handedly. As for item substitutions you could trade out Ninja Tabi for Warrior Tabi if you feel you need extra power. Bloodforge can be traded for Asi if you feel you need some penetration or extra attack speed.
