This is my build for Hou Yi, its base was on the "Fire Marshall" build. It is not perfect, I'm not showing you the greatest and best build with him. He has many flaws, but in my opinion it is a fun build that you can be very successful with if you have the skill to use it. The life steal is meant to negate the low defense, but you can't be hit by powerful attacks, always keep your escape possible. And you must hit your base attacks. Also always attack the minions to regain hp.
The build is all about attack speed, movement, and life steal. That's the basis of this build.
Get the Ninja Tabi early, yes rush the boots. Trust me.
Next rush the Odysseus bow for extra attack speed, the lightning trail damage is great for minions as-well.
Next is a toss up between getting the Devourer's Gauntlet or Soul Eater first, while the Soul Eater gives you extra attack speed and health, you may need to get the Gauntlet to start your stacks. And the physical power is a must. At max stack it gives you +55 Physical attack power.
Then obviously the Hasten Fatalis to finalize your speed. This will make you attack at near 2.5 speed. From which with your life steal items you will regenerate 50-55 Hp per attack landed.
Finalize with Frost Hammer for the slow effect and the increased physical power and health.
The rate at which you get skills doesn't really matter apart from making sure your third skill is maxed as soon as possible. That's your escape and chaser. Other then that unless you are skilled at using his 1 skill at ricocheting it off of objects then focus on on your second skill. Your Ult is not exactly useless in this, but with the lacking of pure physical power it is not very strong.

I agree to an extent on the leveling. Whereas your 1 is weak unless you are skilled at ricocheting it. But it is very very powerful if you land attacks. And if you max stacks it isn't that weak.
You clearly do not know how to build Hou Yi
Your 3 does not do enough damage to warrant maxing it over your 1 and 2, and using it to chase can easily lead to you being caught out without an escape.
*Edit* And if you would like to test me with this I would love to 1v1 you at any point and show you the strengths and weaknesses of this build. ;)
Your third ability should always be maxed last, with your 1 being priority followed by your 2 and ultimate.
Additionally, your build is extremely sub-optimal. It simply won't do anything at any point in the game. You will always be outdamaged by any other ADC, and even a warrior could outbox you once in range.
