I'm going to assume that the author had some success, most likely in either casual games or very low level ranked ones, and thusly thought this was a good build for Hou Yi. As Boogie pointed out, the lack of The Executioner is the most glaring issue this build has. I cannot in good conscious recommend this build for anybody who wants to have success with Hou Yi.

Yeah as Gulwulf said it is just a casual build, i dont have any intention to make it reliable on rankeds or high level matchs.

Your tank shredder build only has 25 penetration. You won't hurt tanks with that. Pick up an executioner at the very least. There's other things that need improvement, but let's focus on the lack of penetration first.

SmiteFire & Smite

Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. And, instead of clicking a map, you use WASD to move, dodge, and fight your way through the detailed graphics of SMITE's battlegrounds.
