Jade Rabbit
This passive is very good since it helps Chang'e stay in lane much longer. She will be able to buy items anywhere, anytime (although the Jade Rabbit seems to be angry about being an errand boy). Only one item can be bought or sold in this way and the Jade Rabbit, although fast, does not buy these items instantly. However, the Jade Rabbit is free to use and can be used an infinite number of times. Also, she gains Movement Speed when using abilities.
Note: The Jade Rabbit will NOT buy items for you in Assault.
Crescent Moon Dance
This is the main ability that Chang'e will use. It does high damage over a large area in front of you. With just a 5 second cooldown, it is possible to use this twice in one fight.
Moonlit Waltz
This is a powerful defensive ability that can help avoid burst damage. However, this does a bit better with Damage over Time because of the mana regeneration. This ability does have a high cooldown at low levels, and the mana regeneration is not that high either. This cannot be used if Chang'e is under some types of CC.
Moonflower Dance
This ability is both a damaging ability and a heal, and it has a low cooldown of just 10s. Also, it does have a 50% anti-heal, so when it's combined with Divine Ruin, you can essentially shut down healing.
Waxing Moon
This ability can be used as both a finisher and an initiate. This is her only form of CC unless you buy Gem of Isolation, and it has a 90 second cooldown. It deals the highest damage out of all her abilities but does have pretty low scaling.
Items
Shoes Of Focus: Her obvious Mana issues early game are helped a little bit with the extra 250 Mana.
Rod of Asclepius: This helps her healing a bit, and it gives her extra movement speed if you don't buy boots for some reason.
Lotus Crown: This works well with her heals and gives her a bit more protections.
Void Stone: She gets a lot of Protections and a bit of Penetration with this item.
Spear of Desolation: This helps her do extra damage and slightly reduces her cooldowns.
Rod of Tahuti: This gives her a lot of Magical Power.
Celestial Legion Helm: This use to be good when it gave Power to allies, but now it does not help out as much. It does, however, lower burst damage from physical gods.
Book of Thoth: It gives a lot of Mana, MP5, and Magical Power.
Divine Ruin: This, combined with Moonflower Dance, can shut down healing. It also gives a decent amount of Magical Power and Magical Penetration.
Breastplate of Valor: It gives her Physical Protection, CDR, Mana, and much needed MP5. However, due to the lack of a passive and higher price, I usually buy Lotus Crown instead.
Stone of Fal: This gives Chang'e a fair amount of Magical Power and Magical Protection. Its passive works wonders in stopping enemy mages like Scylla from giving you a free 100-0. However, this is situational due to the fact that most gods don't deal well over 30% damage to Chang'e in one ability.
Jade Emperor's Crown: This is a good item to buy if physical gods do most of the damage to their team, or if you want to be a bit tankier. The lackluster passive and offensive capabilities is what makes Lotus Crown the slightly better choice.
Relics
Meditation Cloak: This works well with her healing and gives her extra mana if she needs it.
Aegis Amulet: This helps prevent burst damage if Moonlit Waltz is down.
Purification Beads: This helps prevent CC if Moonlit Waltz is down.
Sundering Spear: This deals decent damage to tanks. This has become a bit worse now that it can no longer secure a kill at long range.
Consumables
Chalice of Mana: This gives Mana, which Chang'e desperately needs early game. This is also refillable.
Chalice of Healing: This gives Health, which is helpful for keeping up her sustain along with Moonflower Dance. This is also refillable.
Potion of Magical Might: This increases her late game power and also gives her Mana back.
Mana Potion: This gives Mana, which Chang'e needs early game. I prefer Chalice of Mana over this since Chalice of Mana can be refilled.
Multi Potion: This heals and gives Mana, which is a nice perk. I don't usually buy this since both Chalices are refillable and regenerate more quickly.
If you haven't already, look at my Duel build (see above). For Void Stone/Lotus Crown, buy whichever one gives protections against the god you're fighting. Go for your mana buff unless you get invaded. Then go to lane. Be careful, since you will probably be behind a bit in lane for a few waves. If you aren't severely injured, do some shopping with the Jade Rabbit. If you get a kill, try and push the lane. However, remember that Chang'e does not do a lot of damage to towers. Also remember that she usually can't beat the Bull Demon King.
Chang'e deals high damage, but also has powerful defensive and supporting abilities. Her ultimate is remarkable in teamfights if used properly, and most of her abilities have a decent area of effect. However, I would suggest staying in the back lines as she is not super tanky.
In conclusion, Chang'e is a burst mage that still has powerful defensive and supporting abilities. Her excellent abilities and invaluable passive allow her to dominate both a lane and a teamfight.
