Mode can also determine slightly different leveling but in a general sense, consider the conquest mode and how your abilities will help you in early laning. Almost every God is going to want to prioritize damaging wave clear abilities first.
In the case of Izanami, that's her 2. That should be the first ability leveled. It is able to blast through the entire wave dealing damage and speeding your clear. At level 2, getting her escape (3) online is usually priority.
At level 3, you can either level the 2 again or put a point into her 1. First five levels should look like one of these: 2-3-1-2-4 or 2-3-2-1-4.
Then it's on to skill prioritization. Usually you'll level your ult when available, and otherwise just max your 2 out first, then the 1, and then the 3 last. Prioritization usually focuses on higher damage output, with burst damage being preferable. While putting further levels into her escape helps with her cooldown, it does nothing for her damage output so is usually prioritized last.
You may be wondering why don't you prioritize the 1 first? The increase in attack speed from the steroid can be very nice and in some cases you may switch prioritization from the 2 to the 1 after putting in three or four levels. But her damage output on the 1 is partially reliant on items so it's not quite as important to level early. It also stops her basics from hitting more than one enemy, so is really a single target ability.
You can take that general concept into pretty much any God when considering their ability leveling...at least for gods focusing on damage. Hope this helps.
Fail-Not should be taken out at bare minimum. And that at least makes room for a higher pen item, which is basically missing from this build. Grab The Executioner or Dominance.
