First, you will want to level up your 3, after that mostly try to keep your ability leveling pretty balanced but allow your 1 and 3 to be a level or 2 higher than everything else
Upgrade 4 as much as possible! It provides MP5 and power/protection, very useful for mid to late game.
From my experience (May be different for you) Hel is better in wider map gamemode such as conquest, arena, and siege, And less proficient in gamemodes such as clash and joust.
When playing hel you will want to be solo in a lane or with a warrior, assassin, or hunter.
THIS BUILD MAY NOT BE FOR YOU. Many build mostly depend on the players style, this build is my personal favourite (Got me a penta, and allowed me to go 21 kills - 0 deaths :D) because it provides full cooldown, High power, and High sustain.
Though she has high sustain, be careful around high damage assassins or hunters. If you're scared a loki might be nearby, just use your repulse and or cleanse,(wards also help)
Also, Hel is a mana hungry ability spam god, you're going to be using your abilities a LOT, don't be worried if you're constantly out of mana.
