Note: Rod of Tahuti increases your heals for allies under 50% HP
People **** on Meditation, but it has saved me and my teammates so many times that I can't not include it. If you don't feel comfortable with it, go for Wings instead.
First 3: 1,3,2
Then in order: Ult>3>1>2

This Aphrodite build is a little different than usual. We're focusing more on healing, damage, and CDR, instead of getting more defensive items.
Because of the lower durability in duo lane, consider having your carry play a warrior like Erlang Shen or Hercules.
The aim of this build is to start steamrolling on the duo lane early, giving your carry an extremely good start, and enabling you to go help other lanes to get the same effect.
In the early game, play carefully, but aggressively. You start having crazy sustain after a few levels, and you can easily outlast your enemy's duo lane. Keep poking with your carry and get the easy kills when the enemies are low enough.
If the enemy team has some good CC gankers, be really careful not to overextend early in the game. You can't escape much and if your carry dies, you die.
Start rotating as soon as your carry gets ahead and feels comfortable. ALWAYS keep your Kiss (1) on someone.
Combat: Use Kiss (1) to root targets after your carry initiates, throw Love Birds (3) in to get the DoT and heal on. If you and/or your carry seems to be taking a lot of damage, use ult. Don't always try to save your ult for the end, you can use it to negate good enemy initiates, CC's, or dives.
If you get dived on, use Back Off! (2), attempt to stun with Kiss (1), and get some heals on with Love Birds (3). Feel free to pop your ult if it keeps you from dying and buys your team extra time to collapse on the badly positioned enemy.

I would question the level order but im assuming you're only starting the 1 due to getting HoG.
Levelling order is wrong, you should be getting the first point in your 2 at level 3. Calling the 2 a "bad ability" is also a meme. It has both a knockback and a slow and can hit in 2 spaces at once if you're linked to an ally (though only one will apply if an enemy is hit by both). Yes you shouldn't max it early but you should still have it.
Chronos' Pendant isn't core, can be built but isn't core.
You listed Genji's twice in your example build.
Gem of Isolation isn't really that good on Aphro.
Specialists blessing doesen't exist in Conquest and 99% of the time you should be running Guardian's Blessing in support, and pretty much 100% of the time for "Aphro Support".
Genetics (GM / EU SCC Support, on his smurf account TolerantCorn3) sometimes plays Aphro Support in high level EU ranked, you can get inspiration for builds from these matches (and/or check his Twitch VODS where he's played it):

Also Genetics does a start where he skips HoG but that's only because he gets his ADC to get HoG instead of 2 of their early pots (since Aphro can heal the ADC in lane anyway). But i'd understand if you keep the HoG start.
