Fail-not is a mix, 10% damage reduction on marked enemies (Assassins or enemy ADC in 1 vs 1) 20% CDR and 8% pen. The crit isn't important.

Big damage and impact on lane for those early kill, fast snowball and stomp the game, but you lose impact if the game gets too long.
Souleater is on you.
Devourer over Bloodforge
Devourer gives you 5% more lifesteal and 15 flat pen, better stats for ADC.
Dominance over Titan's
Dominance provide better stats for the same price and those 16% pen in each basic can melt any frontline.
Qin's Sais over any bow
Bows are pretty much ok, but they just don't find their way in a build.
Always Leader's Cowl? Not necessary, Death's Toll is good with some mana thirsty picks, like Anhur.
Crits aren't that good anymore, you can still build it, is good for objectives like FG and GF, but easily countered by solo laners and supports with spectral.
PROS:
-High damage 1 vs 1
-Melt tanks with high penetration
-Assassins need be extra cautious with you
CONS:
-Inferior speed killing FG and GF
-Weak early game
