For thor I'd say prioritize damage; mid; speed; blue for solo; and bak camps. That's not the exact order to go, just the order of importance for thor imo. Thor is a weird god, I'd recommend an easier to master jungler.

Jungle doesn't have a clear path.
Buffs should (usually) be distributed like so:
Speed for yourself, Red for mid, Blue for solo and duo. Although sometimes you pick up red.
During early game it's usually a good idea to keep your jungle empty (all jungle camps on cooldown) and then gank so you keep up with farming. Always works for me at least.
