I think that 5% chance on the passive is a bit too low. I think it'd be a better passive if all your auto-attacks slow enemy movement by 15%

The skis should also give her a small movement speed buff.

Also, the increased amount of magical power gotten from the ultimate is ridiculous. I think it'd be more effective if the ultimate was a toggle on a 10-20 second cooldown as opposed to a 90 second cooldown. It'd make her great at farming, as her other abilities are lacking the damage to allow her to farm

That could be really annoying though, maybe a 10% chance to slow enemies for 15% for 3s, that sounds reasonable.

15% slow is nothing. Another LoL comparison, but Sejuani in LoL used to have the same passive and it was considered a weak passive. Chance based skills are a big no-no in MOBAs.

In my opinion, 5% is too low, I mean, 1 out of 20 hits will slow and you are a Mage that doesn't rely on basic attack (except Zeus and Isis) if you want 5% I think the slow must be above 50% or maybe 100% chance but only 5-10% slow. Ymir 3 and 2 does damage and stun and slow for 99% chance and 35% slow.

Keep the ultimate cooldown the same. 120 seconds is too long by this game's standards.

Also, not targeted directly at you, but anything that relies on a percentage that cannot be altered and nothing else is deemed as bad game design, as the ability is unreliable and a complete pain in the *** to balance out. It also ruins any strategic decisions that involves it as instead of "When I do this, then I can do this" it becomes "I hope it does this, so I can do this, or else the rest will be ruined". In this case, the guaranteed slow will help her land her abilities easier. In a way, the passive you have made rewards luck as opposed to skill.
