Any idea if this could actually get implemented/would work? I mean even if they can't I would probably make a god idea for Cthulhu just for fun, but still, can it work?
Go ahead. If Scylla, Hercules and Arachne are in the game, there's no reason for Cthulu not to be.

He's not actually a real "god" or creature in mythology. He created by a writer called H. P. Lovecraft. More information here.
For not being a creature not based off on any pathogen, I don't think Hi-Rez would make Cthulhu. If he would be in a Moba, I see him being in Dota or LOL.
Also, copyrights for Cthulhu may be own by the Lovecraft estate (I have no idea if there is any copyright thing with Cthulhu at all). Closest thing they can do is make their own version of Cthulhu.
