you will need both as protections get countered by pen. And only building health results in almost all damage being applied (protections can make it so that as a tank they will only do 40% of their damage to you instead of 80%)
also your example is a bad one as you are using the guardian ymir (the one with the good protection amount) and a mage ymir (the one with high magic power)
Both builds can be good but that depends on the role you play him in. as junglmir or mage you swap protection/survivability for damage. as your first one does
as guardian you want as much effective HP as possible (effective hp is health+damage mitigation ) so you want health and protections. and the second build got more effective hp
if we look at effective hp with a carry that does 500 damage on each basic without crits to make it easier (using a gm for total hp as you need to remove -500 every time and +the protections)
build 1 has
3490+89x-500x x=8.5 so your effective hp is 4246,5 against this carry.
build 1 has
3290+166x-500x x=9.8 so your effective hp is 5116.8 against this carry.
as you can see that's a 2 hit difference between both builds.
1. guardian/support role the role he was meant for this means you would go for the protections as you need to tank
2. mage/damage if you are going damage Ymir (in conquest you are mostly jungling then) as then someone else will be supporting and tank the damage. The reason why he is mostly jugnle is because a good blink-3-2 can do a lot of damage (and with an ult can be deadly).
