Just start building into Gladiator's Shield or Ancile.

This build is very tanky but does great damage due to Sundering Axe and Gladiator's Shield.

The Sledge
Gauntlet of Thebes isn't a good item on solo lanes but it's great on modes other than conquest. So if you're playing Conquest, I suggest skipping it and buying Hide of the Urchin later on.
The last item isn't so important, The Sledge is a good item all around but you can switch for any other you need (depends on the enemy team)

Teleport is mandatory on Conquest. But outside of that I recommend buying Shell to support your teammates, and sunder to burst squishes down and burn tanks.

Start by spending 2 points at each ability, since you need to level them up those extra points will help.
Then start leveling the skill you want (1 or 2) and finally level the 3.
Also don't forget to level the Ultimate every time you can.

Tap each threat level to view Mulan’s threats
This is the only viable way I found to play Mulan, I tried going more damage or going more tank, but bruiser is the way to go.
She has 4 damaging skills and almost no CC other than her Ultimate.
So building tanky with bits of damage is the way to go, so you can use the maximum the raw damage on her skills!
Gladiator's Shield and Sundering Axe does most of the work here, since their damage scale of defenses you can dish a surprisingly amount of damage while being very a very robust brawler.
Pridwin is also a core item in this build. It gives lot's of cooldown reduction on top of extra damage and survivability when she engages with her Ultimate.
Remember to also auto attack between abilities for extra damage, she has a lot of aggressive skills so auto resetting is key for dishing big damage.
The average combo goes like: 3, AA, 1, AA, 2, AA
Also you can engage with your ult: 4, 1, AA, 2, AA, 3 (for chasing).
