To the comment above me, you ALWAYS build deathbringer with rage/malice for ADCs.

Third, this build is not viable except only MAYBE in arena.
First, try to always build boots as quick as possible unless you want a quick sustain for either lifesteal or mana (devourer's, asi, transcendence, etc). Though qin's has lifesteal, the price might be a bit too big for that much lifesteal and the passive is not as useful because people will not have too much health.
Secondn I find Qin's sais is better for neith because most of the time you will use skills first before basic attacking, causing bonus attacks from sais bigger than blades.
In some calculation, malice is better than rage.
Last but not least, I'm not reccomending fatalis for neith cause she will do a lot of abilities. It is better to buy something like Devourer's gloves, transcendence, bloodforge, or any other situational item (such as. Hydra's lament, or that healing reduction physical item that I forgot)

It does not make sense to use Deathbringer if you have Rage. Replace Rage for something else and your core build will be fine.
