This is my favourite start for Loki.
This start allows for Loki to get to middle lane 2-3 seconds quicker than their jungler giving you a chance to gank their mid laner.
Use your 3 'Flurry strikes' to clear your speed(Yellow), timing your auto on the middle minion as it spawns. Run to the first back camp and clear this with your HOG(Hand of Gods). After clearance, make your way towards middle, executing your 1 'Vanish' at the right time will allow for you to make your way up the lane and attack their mid laner from behind. Depending on how intelligent your mid laner is, he will help for any repercussions from their jungler. After the gank, clear wave, clear exp camps and continue on with ur game.
Personal favourite penetration build for Loki, full CDR and good pen. Allows for quick damage on squishy. Perfect build for entry + late game squishy targeting. I recommend lurking with this build and taking any towers that your team hasn't by 20 minutes.
Use this build with caution, you will probably die a lot, but you definitely wont die without bringing someone with you. If massively in the lead and you aren't using this build, consider changing your current build to this as this build is very effective late game.
This is my personal opinion on how to build Loki Jungle, Patch 8.11. If you think there should be any changes, please leave a comment and I'll edit with consideration.
So either you're joining the cringe-side and wanting to play Loki, or you're already so moist that you're looking for more builds on him, either way you're making the wrong decisions in life.
In the builds above, I'll leave basic strategies in the 'Notes' alongside the build itself. Please give those a read as I wouldn't have put them there if they didn't mean anything.
Starting off, Loki (Jungle) is a god who does not entry first - and if he does, should be executed with caution. The only things you have to worry about when building Loki is making sure you build CDR, Loki is very and I mean very difficult when CDR is below 30%. This is because Loki relies on his 1 or his 4 to escape most fights, without these, he's a walking dead-man. And for this, I suggest focusing CDR items alongside the build you chose above.
Next, Loki is very vulnerable when not paying attention to their jungler. And you're probably thinking, " No sh%t, so is every other jungler in the game" but Loki is most efficient when he is in the lead not just in level but also gold. If he falls below the enemy team, you might as well start trolling - that is if you're not already. He needs to be in the lead so that he's actually able to pick off alone opponents either the mid or the carry, and stands a chance against their jungler.
Finally, after talking about entries and maintaining the lead, I want to talk about late game. Late game for Loki becomes a scenario in when dying becomes a lot more frequent and so don't be scared if you die more than what you were at the start of the game. With that being said, Loki should only be used for either split pushing (cringe) or kamikaze, being a Loki kamikaze allows for you to jump at their squishys, deal the damage, then leave. You may or may not get the kills but one thing for sure is that you will damage them a lot relieving your teammates of some pressure.

+ Also left out trans on purpose because there remotely isn't any point building it since Jotunn's is twice as good, quicker to get online and cheaper. And we're looking at staying ahead, not clearing your mid laner's wave.
