Smite is an online battleground between mythical gods. However. The build paths i'd recommend would be either:
1. Deaths Toll (Embrace) > Crusher > Asi > Wind > Executioner > Deathbringer > sell Crusher late for Qin's
2. Death's Toll (Temper) > Crusher > Asi > Wind > Dominance > Deathbringer > sell Crusher late for Qin's.
I know the antiheal from Shadowsteel sounds situational, but nearly every god has built in healing or tends to buy an item with lifesteal or healing, especially when lifesteal items are getting buffed in Season 9, and when god's like Herc, Thana, and Clio have the ability to heal through your damage when built correctly. Also, the Shadowsteel buff in Season 9, makes it much more valuable imo.
I prefer buying Shadowsteel after ASI instead of Wind Demon, because I notice the amount of flat pen from Crusher+Asi applies early sort of negates Wind Demon's pen, which is where I find Shadowsteel with more power ends up making more of an impact.
I dislike Qin's because it tends to do less damage than crusher or dominance and doesn't work well with lifesteal.
Lasty, I believe it is worth mentioning that in some cases, it is better to buy 3k pot instead of replace crusher, because of the amount of power you give to crusher's passive, it makes your abilities hit extremely hard.

Percent pen applies before flat pen so not really sure what you mean by this...
and I made it pretty obvious that I don't keep crusher...
I will make a Qins alternative, because I do believe it is relevant when getting countered by spectral.
Also, I believe that death embrace is kinda troll. You lose too much AS and the healing from it isn't much. (like 44hp without any antiheal)
Also percent pen does apply before flat pen. You can confirm this through in game testing or checking the Word of Thoth. The pen order is (Stone of Binding) > Percent Reduction > Flat Reduction > Percent Penetration > Flat Penetration.
