He Bo OP with new items?

This is not a complaint!

I've been playing He Bo recently and I noticed, with a certain built, by a certain point in time, I'm just wrecking people. And I'm not talking about Anubis'es or other squishies, I'm talking about tanky built Ymirs.

My item build is as follows:
Magi Boots (you need a lil' movement)
Warlock's Sash (Stack Item, 100 stacks)
Book of Toth (Stack Item, 50 stacks)(3% of your Max Mana is converted into ability power)
Rod of Tahuti (+25% Ability power)

And from the moment on I complete the Rod of Tahuti, I'm two-shotting gods like Artemis and with my ult I need 3 or 4 shots on an Ymir.
Everything I touch dies.
Combine this with mobility (I take beads+sprint most of the time) and He Bo's 2 (the watery floor ability), there is hardly anyone who can escape me, except if my bead is down and I make the foolish mistake of chasing someone and running into high CC.

Has this build become OP?
Thoughts? Comments?

Hebo is just too freaking strong at the moment, he does like 300 damage at level 3 with his Skill 1, which has the lowest (real) ability cooldown in the game.
But also his other abilitys are now too strong, because of the snowball items you mentione already.

If you are not taking Spear/Shard then you could not 4 shot Ymir and 2 Shot other people you are probably playing against people who don't build any MR or very little....

Since I'm not 30 yet, I often get matched with lvl 1's or 2's or some stuff like that. Yeah, they pretty much have no idea.

If you are at least level 8 the matchmaking wont matchmake you with people under level 8.

I feel like He Bo needs a nerf. Snowball He Bro can absolutely devastate a team in the jungle, and lategame his 1 does 600 dmg, with a 1.5 second cooldown(approx.)
