Half-goat, half-god, Pan sometimes called Aegipan (although some storytellers insist these two were distinct characters)was a god of shepherds, forests, wildlife, and fertility. Pan was the son of Hermes and a fair-haired daughter of Dryops, one of Apollo's sons. (Some storytellers, however, claim that his father was Zeus and his mother was either a nymph or a goat.)
When she first saw that her baby had the horns, ears, tail, and legs of a goat, Pan's mother was horrified. Although even as a newborn Pan was laughing and full of life, both his mother and his nurse ran away to escape his monstrous appearance. Hermes, however, could not have been happier. Filled with joy at the birth of his son, Hermes whisked his baby to Olympus and proudly introduced him to the other immortals.
A mountain dweller, Pan roamed the ranges in the company of nymphs. He hunted mountain wildlife and pursued quite a wild life himself: Pan lived to dance, sing, play his pipes, and chase after nymphs (playful god though he was, Pan could also be lewd and lecherous).
Once while hunting, Pan spotted a beautiful nymph named Syrinx. When he attempted to seduce her, she ran away, for she admired and emulated Artemis, the virgin huntress. In her flight, she came to a river and found herself unable to cross. So Syrinx begged the river nymphs to change her into marsh reeds and they gladly accommodated her.
Just then, Pan caught up with her, but as he reached out to embrace her, he saw and felt nothing but reeds. His sigh of disappointment was echoed by a breeze blowing through the reeds. The sound enchanted Pan, who quickly tied several of the reeds together to fashion his first syrinx, or Pan pipes.

Passive: God of the Wild (Self): Pan is strongest in the thick of the jungle, being invisible to enemy wards, moving quicker, and his abilities have an extra effect. These effects do not apply in lane, in arena or assault.
Movement speed: 20% Ability 1: Syrinx (Aoe around Pan): Pan plays his panpipes, dealing 80/125/170/215/260 damage (+60% of his physical power) to surrounding enemies. If he is in the jungle, enemies are also rooted

Root: 2 seconds Ability 2: Sing and chase!(Aoe around Pan): Pan sings a tune, turning enemies weapons into sticks and twigs, reducing nearby enemies damage from basic attacks by 10/20/40/50/70. If he is in the jungle, enemies are turned into nymphs instead, who can not use basic attacks or abilities but can move 10% faster then Pan when running away.
Damage reduction debuff: 10/20/40/50/70
Damage reduction debuff duration: 4 seconds
Nymph lifetime: 3 seconds Ability 3: Grow and Flourish (same as Aphrodite's doves except shorter ): Pan summons a bed of flowers in front of him, healing himself for 10/15/30/40 (+10% of his physical power) while in the bed. If enemies walk in the bed they embrace the sent of the flowers and are silenced. Once they leave the bed they are silenced for an additional 2/2.5/3/3.5/4 seconds. If this is in the jungle, enemies are turned into nymphs upon entering the bed.
Heal: 10/15/30/40 (+10% of his physical power)
Silence leaving the bed: 2/2.5/3/3.5/4 seconds
Nymph lifetime: 3 seconds
Flower duration: 7 seconds Ultimate: Pan-ic! (Large aoe, bigger then artimis ult, applies through walls): Pan screams causing all nearby enemies to be feared for 4/5/5.5/6/7 seconds. While in the jungle, if the enemies are nymphs, they are turned into reeds, immobilized, silenced and unable to use basic attacks. (Stunned)

This god's main focus is to control the enemies in the jungle, and keep a strong advantage for your team during the laning phases. He obviously a jungler and his 1 is his main and only damaging ability. Therefore it should be used and upgraded first for camp clearing. Both his 2 and three nymph transformations effect the camps, which will basically stun them. His ultimate is mainly used for team fights, catching a fleeing enemy (or nymph), or running away. Because of his one being the only damaging ability, it is important to take advantage of his major crowd control to beat the enemies down with his basic attacks.
Well this is ridiculously OP, a five second root on his first ability, a 6 second auto attack/ability silence, a four second silence, a 6 second stun, and a 7 second fear. How about no.
