Passive; - Willowing Sorrow: Upon death, Medusa's Snakes release from her body slithering in a 60 foot Radius, dealing 100 + 10 true damage per level. Also if the snakes hit, they have a slithering effect slowing all enemies it hits by 15% for 3 seconds.
I got the idea of the passive from her story of her being used as a weapon, even if she dies, they may still use her head to turn their enemies into stone, so by taking into account this, why not have a passive that deals damage and/or slows the enemies after death?
Ability 1; - Cave's Darkness: Medusa shoots a beam with a medium radius in front of her, dealing damage to anyone it hits and blinding them for 1/1.3/1.7/1.9/2.3 seconds. -

Mana; 55/65/75/85/95
Cooldown; 15s/17s/20s/22s/25s
Ability 2; - Into the depths: Medusa shrieks out hollow vines in a 30 by 30 foot radius dealing over time damage, and slowing the enemies movement by 10% for 3 seconds depending on how long they stay in the radius.

Mana; 60/70/80/90/100
Cooldown; 10s/13s/15s/18s/20s
Ability 3; - Polishing the Statues: Medusa send out snakes from her, dealing damage to anyone it hits for 10 seconds, and does more damage to stunned/slowed enemies.
Damage(Overtime); Total(max); 100/150/200/275/350 (+75% of magical power)

Ability 4(Ultimate); - Medusa Streams out a massacred gaze/scream in front of her, turning anyone she hits into stone for 2s/2.4s/2.6s/2.8s/3s stunning them and doing damage.
Damage; 300/375/450/525/600 (+105% magic power)
Mana; 120/130/140/150/165
Cooldown; 80s/85s/90s/92s/95s
Pros; Target control + Medium Damage
Cons; Low sustain
Health; - 950 + 100 per level. (Medusa may be a great assassin with nice slows, but she can't sustain much due to her low health, which is why she is a passive early game player, and though can be played aggressive through range. She should be laned with a high sustain player, who can also slow/ and or stun for brutalizing her 3 during lane periods.)
- Medusa would not be a great jungler, though later game, she would come in handy with ganking lanes to help with her ult.
- Medusa should build health, and damage, to have better sustain throughout late game.
