Passive: The Dream Cycle
All mortals sleep, it's no different for gods, depending on what stage Hypnos is in he will gain different buffs.

Basically wheel of time, maybe too similar. It moves very slowly, 5 minutes for a full cycle. There is 3 stages.
Light Sleep, -5% movement and attack speed. 1 second beam.
Deep Sleep, -20% movement speed, -5% attack speed, HP5: 50, MP1:5. Cone attack that slows enemies by 5%.
REM, +25% movement and attack speed, HP5: 1, MP5:10. Fury of 5 blasts (Speed debuff while attacking is negated.

Lights Off!
Hypnos takes out a pouch, and sprinkles flowers in an aoe around himself damaging and stunning enemies within range.

Trick of Iliad
Hypnos flies high up into the air, sprinkling poppies all over the ground, stunning and slowing every enemy in the map and lands during REM stage wherever he pleases additionally stunning the enemies around him for longer.

Thoughts: This sounds way to OP in my head. I haven't actually gotten up to league yet or anything so I don't know what is considered OP and UP. I would love suggestions on this build to tweek everything, maybe if you think it's a rip off of another god or its abilities are to strong/similar. I would only like feedback thank you.

it sounds like a cool idea, my only question what does he look like. cause you said about head wings. personally i have always thought of hypnos with a hooded cloak without a face showing (maybe a pair of red or purple eyes) and a staff with a pendulum on the end of it.

My first concept was a fat sleepy man, but it smelt to much like ***bharkana. My second sounded like yours but with the hood off normally and he would levitate an inch from the ground, I haven't got a clear picture of him yet but I will try research concept art, lore and more to see what else my fit the bill.
