Guan Yu Taolu assault change

Current:
Guan Yu spins his blade in a controlled but furious display, slicing enemies for damage every .3s for 3s. Each hit steals enemy Protections, giving them to Guan Yu. Guan Yu is immune to Knockback for the duration.

Suggested:
Guan Yu spins his blade in a controlled but furious display, slicing enemies for damage every .3s for 3s. Each hit steals enemy Protections, giving them to Guan Yu. If this ability is interrupted by CC it lowers all of Guan Yu's Cooldowns by 2s

Reason for change: In keeping with Guan Yu's traditional penchant for cooldown reduction effects, this solution will make it less punishing to have your Taolu Assault (one of the few channeled over time abilities as well as one of your only practical methods for lane clearing) interrupted by
enemy crowd control effects. something as simple as a silence can potentially fully stop the ability after only 1 mere tick of damage, wasting mana as well as pressure capability. this change will allow Guan to get a little something back out of this ability even if he is interrupted prematurely.

(as a side note, to futher enhance this change, also putting his protections buffs on healing targets while retaining the debuff to enemies hit would also give him more versatility with his
lane minions)
