I'm talking about boots of Celerty and Sun Wukong's passive.

What trigger's the "Out of Combat"?

Does that mean you haven't attack, casted, or been hit for x number of seconds?

Can you cast healing or buff spells and be considered "Out of combat?"

Is it a proximity to an enemy?

Is Loki considered "out of combat" when invisible?

Thanks to anyone that can shed some light on this.

I believe it's not taking or giving damage for 5 seconds.

Yes

Yes, but he is still targetable/hittable.

Out of combat means you haven't hit anyone or got hit by anything (I think it's like 3s or so since you last received/inflicted damage until you are considered out of combat)
