Lag Spikes, is this normal lag?

Hello,
i ahve one of the most stable internet-connections in this world, and a good enough computer. However, sometimes, my game just stops for 2-5 seconds, and then resyncs with the game. by that time, im usually dead or at least heavily damaged.

I believe it happens more often when big, flashy attacks are around me, but im not sure. I would like to know if this is normal. Its so annoying, since its not regular lag, where you know what you have. I can play 25 minutes perfectly fine, and suddenly, the game stops for a few seconds.

Is there any way to fix this?`
