Hes an assassin, you really want to use him in the jungle, he gets quick clear from his panic and running scared abilities. He is literally a "nightmare" to deal with in the jungle, because any encounter with him may end with you chasing ghosts, or worse, ignoring the real thing and getting ganked.
Running scared and Panic give you some options for ganking and mobility, your ultimate positions you where you want to be, and with your other abilities off cooldown, will likely send the other player running.
As Phobos, you really want to force 1v1's with all but he most staunch warriors, and you want to use your mobility to be everywhere the enemy does not want you do be. Taking their buffs, ganking, and generally being a disruption. Getting your true fear on enemy squishies and the backline, may make them waste their abilities on phantoms, and combines with panic, can make for some interesting play. Most of the gods I make will have to utilize auto attacks in some fashion, because I'm not a big fan of 100% of a god's skill/play coming from kit alone, and I also don't like them sitting around bored while everything is on cooldown.
