Zhong Kui is usually seen as a mid laner, but can actually solo lane surprisingly well due to his high tankiness from his passive. You should start with your 3 to help clear camps with your jungler faster, then at level 2 pick up your 1. This gives you strong poke and wave clear, and allows you to use your 1 + 3 combo if you have an early game fight. From there, get a point in your 2, then max out your 1 first as it is a strong ranged poke ability and helps clear waves. Max 3 second for the stun duration and damage, and 2 last. You can max your 2 second if you need more sustain/wave clear. With the item build above you are very tanky once stacked up, but your early game suffers as a result. You can replace Warlock's Sash with a Gem of Isolation if you are behind. Try to maintain high stacks on your passive as it grants you a huge amount of free protections, which is the reason we can build so few protections and so much health.
