This build is for ARENA! The point of this build is to do a "hit-and-run" tactic. This tactic is all about getting in dealing tons of damage to an enemy god, while able to escape the horde of mad gods running at you. If played well (and with a decent team) it will be troublesome for the enemy heroes to land hits on you. This build is so much FUN to play, making each kill more exciting than the next! This high damage build as brought close games in the beginning of the match to a quick end for the enemy gods.

Combos
This section of the build will relay on you knowing what you can and can't do with your tricky self. For the build you will mostly only go for gods with low to medium defense, things such as Hunters or another Assassins or if you feel like you can (with another teammate) take on high defense targets. Once you have picked a target you will mostly be doing
3-4-1 using 1 as an escape or to finish off the enemy hero. If the enemy hero is getting away will low health you can do a
1-3. When no enemy heroes are around or you are by yourself use your 2 on creeps to gain extra xp and gold. Once you get to know and understand your limits you could go full out using
2-1-3-4. Using your 2 on the enemy then spending your 1 and 3 quickly will give your 4 more power and finally using the 4 where you placed your 2 giving you an extra damage hit.

Use 2 to get rid of creeps
Look for a weak god to rush
Look for a wondering god to rush
ESCAPE if you are hit by a CC or slowed
DON'T with Loki
Hug your teammates
Use 1 to clear creeps
Go for 3 or more enemy gods grouped

Because of this reason, you instead want to be building stats like CDR and penetration. Heartseeker is fine on him but I wouldn't really recommend stacking items in arena. That's up to you of course. However, pretty much every other item should not be a core for him. Lifesteal isn't effective on him I'm the same way; you're not staying in the fight to continue to heal up over time, you just kill and get out.
A more rounded arena Loki build would be something like: Warrior Tabi, Jotunn's Wrath, Titan's Bane, magi's blessing, and Hydra's Lament or a situational.
