Simply if you want to use her sustain to your advantage. But playing it safe.
If you're feeling lucky.. discard your boots, and purchase Elixir of Speed. Make sure to sell your boots, IT DOESN'T STACK, IT REPLACES THEM!!!!!!!

Build - Shoes of Focus > Chronos' Pendant > Divine Ruin > Soul Reaver > Charon's Coin/ Obsidian Shard > Rod of Tahuti > Elixir of Speed and Soul Gem.
Build Path 2 (Doom Orb Rush):
Start - Magic Shoes, Lost Artifact, Multi Potion/ Mana Potion OR Mage's Blessing, Lost Artifact, 2 Healing Potions and 2 Mana Potions.
Build - Shoes of Focus > Doom Orb > Divine Ruin or Spear of Desolation > Soul Reaver > Charon's Coin/ Obsidian Shard > Rod of Tahuti > Elixir of Speed and Soul Gem.
There's no reason to go Book of Thoth on Chang'e unless you want to do the Thoth + Breastplate combo against heavy physical damage comps.
On Aphro it's not great since you only only get the full passive on the final tick of her 3.
On Kuku it's not good since it's only ok on your 3, and only really for objectives. Does nothing for your 1 or ult.
On Ares jungle it's ok.
Magus is only consistently good on Anubis.
magus only works when you hit the same enemy multipel times in the same cast, which none of her abilities do.
Also myst I disagree. Bancroft would do much more then magus. Since chang'e has a decent scaling on her 1 and the item's passive is useable at least
Also if you’re building Bancrofts you’re doing it for the lifesteal build which Chang’e can’t really use well compared to someone like He Bo.

Also the build paths of your mid builds are quite excruciating to look at. Obs shard third item.... Both Chronos' pendant and tier 2 doom orb within first 4 items.
At this point, I probably wouldn't consider Warlock's Sash, but I can't say I'd never ever use it. I would never consider Typhon's Fang. That's just asking for a hard anti-heal counter. I can see potential use for Soul Gem, but any time a god has healing in their kit, I hesitate to build lifesteal.
Rod of Asclepius is a nice healing boost, but Chang'e doesn't have super high healing, so I'd consider it situational, but not necessarily core.
Obsidian Shard built 3rd isn't a good idea. Too early.
I like the Chronos rush option. I'm talking the item, not the sample build #1.
Most options at the bottom are good (except probably Magus, which I don't think works that well for her, and Fal, which basically sucks), but those are all items that can be considered throughout the build.
I would prioritize maxing Moonflower instead of speckling in random levels of Moonlit. I get the idea of wanting more of Moonlit earlier, but Moonflower just offers more overall...healing and secondary damage, including triggering item passives such as Soul Reaver, Soul Gem, Gem of Isolation, Shield of Regrowth, Lotus Crown, (possibly) Ethereal Staff, Divine Ruin, etc.
Plus how Artio can be major and even threat at the same time?
Also your skill leveling order seems to be a little messed up.
So for example:
Start: Mage's Blessing, Uncommon Staff, 1 Healing Potion, 2 Mana Potion.
And for full build:
Warlock's Staff, Shoes of Focus, Spear of Desolation, Chronos' Pendant (once you have this sell Mage's Blessing ) , Rod of Tahuti, Book of Thoth.
