Dominance for consistency
Bloodforge for survivability
This build has been what most pro adc players have been using, the build is extremely good and is the main reason adc's are saying they feel stronger this season.
Leather Cowl gives insane atk spd% and lifesteal for early game clear, its movement speed really helps with getting fed and into the team fight faster and sometimes can actually save you from assassin ganks (sometimes not even needing to outplay).
Transcendence is insanely powerful due to most adc starters giving not much mp5 or mana, personally I would always build devourers gauntlet over this, but you gain so much lifesteal from Leather Cowl and that it becomes obsolete.
Wind Demon is insane this season due to having 5% more crit and the extra atk spd% lets you pop off early game.
Fail-Not is a core item for winning 1v1's and setting up the entire kit by mainly giving 20%cdr and 20-35% crit and 10% pen.
Shadowsteel Shuriken is pretty much required for ADC's to give anti-heal and for some reason this season got buffed to be even more powerful.
Hunter's Cowl is just a generic upgrade that makes you EVEN MORE POWERFULLLL!!!
Lastly, Pick either Dominance for the final nail in the coffin to nuke tanky gods or pick Bloodforge if the enemy team has nobody building protections and have insane survivability (usually against bad players for padding stats).
In Conclusion, I was kinda bummed out that this was the only really working adc build this season. From my research, I found that there was no real reason to drift away from using other items than in the ones listed in the build. When you're the main damage dealer the only thing that is important when it comes to surviving is eliminating the threats (and lifestealing like a mf)..
For Season 8, you will want to typically help Red Buff with Middle, then rotate to Purple buff, then into your lane. For Early game, you should always focus minions, and work on getting fed as possible. Make sure to get wards for the scorpion and enemy jungle after you return to the fountain.

I am interested to know what pro players have been using this as their main build or where you have done your research because I've been watching a fair amount of Zapman & Pandacat and I haven't seen them exclusively using one set build like this, instead the impression I get is that they are happy with S8 because you have so many viable options for ADC builds now.
My main point of disagreement with your build is not so much your build, but your claims; I don't think this build even has the highest DPS like you claim, especially considering the fact that if I as a Jungle main saw you build this I would be purchasing Spectral Armor and I would ult you on cooldown, ESPECIALLY if you decided to go for Bloodforge as your last item (I don't think this build even has 2.5 AS when boots are sold).
I just went into a jungle practice to test this build, and I compared it to a few others. Unfortunately I don't have my buddy with me to help me test more in depth, but I still got a good idea of how this build performs.
I tested some alternate builds that I think would work well with Jing and all of them performed about the same, or better - however they were more versatile meaning if the Jungle & solo bought Spectral Armor you wouldn't be completely screwed.
Build 1:
Hunter's Cowl Ninja Tabi Berserker's Shield Fail-Not Qin's Sais wind demon - Sell boots for Poisoned Star or Dominance for extra Pen & power
Build 2:
Hunter's Cowl Ninja Tabi Transcendence The Executioner Fail-Not wind demon then sell boots for Poisoned Star or Shadowsteel Shuriken
Build 3:
Hunter's Cowl Ninja Tabi Dominance The Executioner Fail-Not wind demon then sell boots for Deathbringer
I could list a dozen builds and they'd all perform equally as well, or better i feel; however I believe the above builds are simply more versatile.
P.S Build 3 hits like an absolute dump truck - please try it and tell me what you think
The build with boots is 2.08 AS without any item passives
The build without boots is 1.83 AS without any item passives
with ally I get +.25 AS which is 2.08 AS
with wind demon I get +.20 AS which is 2.03 AS
with ally + wind demon I get +.45 AS which is 2.28 AS without boots
purple buff gives +.10-25$ AS and 10 flat pen to nearby enemies, I get 1.93 AS without boots
Jing Wei's first ability gives +.20-.40 AS which can very easily guaranteed you AS cap
This build also allows your team to help you be stronger through AS ability buffs, frenzy relics, and Shogun Kasugai.
I'm also highly against dominance being one of the first items, it wont have an impact early game against a adc and jungle, because they won't be having much protections. It also gives less damage and no cdr. (also jungle creatures have barely any protections too)
Berserker shield early game doesn't give any mana/mp5/cdr, which you need for early-mid game xp clearing.
Executioner lacks damage that could be spend on securing boss objective/jungle xp and 1v1s, there are much better ways for your team to do support penetration (like void stone, void shield, or stone of binding)
Lastly I would never consider boxing without crit, you're just going to make a meal out of it and get clapped by their ally.
P.S. However, If I were to build Berserker shield, I would go Hunter's Cowl, Ninja Tabi, Berserker Shield, Wind Demon, Fail-Not, Shadowsteel Shuriken on a god like Hachiman since he gets a lot of MP5 from his passive (which im going to try right now lol).
