First.
I want you to start by forgetting everything you think you know about Ullr (Unless your here to judge not learn)
I start Ullr by buying Bluestone Pendant this is an essential item for Ullr giving him extra mana, a little bit of power and also secures kills.
I then buy Boots, this leaves me with 400 gold which I use to buy 4 Mana pots and 4 Health pots.
The next item I buy is Warrior Tabi, that is unless I stay in lane long enough to afford 100% of Transcendance.
Thats all on the build, I will not go in depth about how each item affects the build. That is because I am catering to people who want to know what to build and how to play, I simply do not want to go in full detail about why these items are good and I expect you to try them are see for yourself.

Also normally when people go in depth about why they get an item it's mostly why get that item instead of another item or why in that order.
Also just to point out a big cringe points. The Executioner and Titan's Bane combo is a full cringe combo. The Executioner lowers the amount of Titan's Bane pen. This is because of how protection reduction and pen interacts. Because the build is focussed on dueling I would like to point you to brawler's beatstick as the passive is great for duelling.
Also because ullr is an adc and he is better with basics then with abilities I would recommend to place Qin's Sais at spot number 4 or 5 as that will boost your power more after a first pen item then more pen.
Also a skill order is also nice.
I could write a bigger review but I don't find it worth for an incomplete build (a build goes over skill order and items. a Guide also goes in depth about combo's gameplay matchups and a lot more).
