And under what conditions it is necessary for collect magical alternatives like Stone of Fal, Dynasty Plate Helm, Celestial Legion Helm?
When to pick up Stone of Fal? When you're getting bursted by high magical damage from an enemy mage mid or magical jungler, and they haven't YET built Obsidian Shard. Stone of Fal becomes pretty mediocre once they do have Obsidian Shard which is why it's not a highly popular item (especially since the item's last passive rework). It does provide 70 power and 10% CDR so it's still ok stats wise for offense.
When to pick up Dynasty Plate Helm? When you're getting camped by a physical jungler in mid, and/or facing a hunter with high pressure in mid. You could rush into it early too (getting it after boots), starting for example: Mage's Blessing, Imperial Helmet and potions. Compared to Celestial Legion Helm it gives better offensive stats (as the pen on Dynasty is better than the slight extra power on Celestial), and is cheaper too. Celestial Legion Helm tends to be better as a more defensive choice, but it suffers against tick based physical damage like the passive from The Crusher and against gods like Ah Muzen Cab and Susano as they have some form of tick based damage which can quickly remove the passive stacks from Celestial Legion Helm, and since the item's last nerfs I think Dynasty Plate Helm is the better option. If you pick up Dynasty Plate Helm you do tend to sell it lategame for Mantle of Discord anyway (usually after you've sold your boots for speed elixir for another item).
IF you do need a protection item, you shouldn't get more than 1 defensive item in your build in most matches. In very specific situations (e.g. enemy team has 5 magical gods or 5 physical gods, you could possibly consider getting 2 protection items, preferably ones with hybrid function - so some form of offensive stat on them). Here's an example of a match where I went 2 magical protection items on Freya ADC because the enemy team had 5 guardians (so all magical enemy team): https://smite.guru/match/949564585 (Note that I had already sold boots as the game got late enough). That example is more of a thing where the enemy team decided to troll by picking 5 guardians, and it's very unlikely it will happen again soon, but im just giving it as an example for a very rare, specific situation.
If I had to give an example of a match where I built a protection item on Discordia , e.g. Shoes of the Magi, Chronos' Pendant, Divine Ruin, Obsidian Shard, Magi's Cloak, Soul Reaver, I may have picked up that Magi's Cloak 5th item in this hypothetical scenario because the enemy team had both a Da Ji and a Ares, or both a Fenrir and a Nox, or both Ne Zha and a Chronos, all of which have abilities that can try to get your CC immunity from Purification Beads, in turn allowing them to easily kill you when your Beads is on cooldown (especially since Discordia doesen't have a CC immune ult unlike some other mages like Scylla for example).
And in the case of Breastplate of Valor specifically, you can consider ignoring dynasty/celestial helm, and getting Breastplate of Valor if you're also building Book of Thoth since the mana from breastplate can contribute to Thoth's passive. The point is you want to build as little protection as necessary on a mid mage, you only get a defensive item if you really need it to survive long enough to do your job. Certain defensive choices can be useful against different enemy team members (e.g. Mantle of Discord), while others may only be useful against specific ones (e.g. Stone of Fal). In some cases you won't even need to build protection items at all if you position yourself properly in teamfights, or you end up killing the person trying to kill you first, or you use your defensive relics properly etc...

Also, i tried rushing tier 2 book, do you think that works with lacking mana sustain? i think start 2 is way better.
