This build and guide is my personal Speed Kills Chronos build. It is very affective in Joust, Arena, and depending on your opponent line up it can be very useful in Conquest and Assault.
Pros
For the items, the core of this build is two-fold, first being cooldown reduction, the other being pure raw speed both in movement and attacking speed. I go for cooldown first reaching the max 45% with the first two items. Then I add the Rod of Tahuti for some more MP5, and some raw power to damage. Then you can go a few different ways, depending on the match up, if you need some speed work on it, if not I suggest the Book of Thoth for some more MP5 and power (This build can be very high on the mana usage so make sure you have a bit. Also its wise to make him hit harder before you make him hit faster so your damages is more significant). If you get the BoT first then precede to get all your speed items, if you are in a situation where you need more movement speed to escape then I would trade the BoT for speed items first.
Also the actives can be bought whenever, depending on your situation.
(I've seen some other speedier Chronos builds that use items and actives to slow enemies down, but with this build you are always fast so slowing them down isn't an issue with it.)
For this build the two primary skills you will be using are Accelerate and Stop time, followed by Rewind and lastly Time Rift. From level 1-13 I normally don't even bother with Time Rift and instead focus on Accelerate and Stop time because those are at the center of this build. Also sometimes I may skip getting Rewind for a few levels especially if the enemy is unable to damage me.
Finally I will go over how you play Chronos with this build, and there are two things you must always keep in mind.... Don't stop... ever, and keep a good eye on your Wheel of Time.
The key to this build in offensive terms can be summed up into a simple formula to use:
A4, ST, BA, (RW)... Which is Accelerate Section 4, Stop Time, Basic Attack, (Rewind). I will go over that in a minute.
First - The Speed.
At level 20, with all these items, a speed jungle buff, and Accelerate your talking about a god that will reach the high 600 to 700 movement speed easily, which in many cases is twice as fast as many gods. You will also be hitting around 2.1-2.5 attack speed so keep moving, circle around your foes so it makes it impossible to hit or target you with skills or basic attacks. This build is great for throwing the enemy in disarray by running past, through or my favorite quickly retreating then using rewind to get behind the enemy.
Second - Targeting
When facing an opponent or team, use his speed to get in close or force an enemy towards a spot and use Stop Time, once it hits, go in for the kill. They will be stunned and unable to run or react so just blast away with your basic attack and Time Rift.
Third - Actual Attacking
This build is great for killing the titan, or taking down a tower, or an opponent because with Accelerate you can stop it on Section 4 which will add 35% of your magic power to basic attacks. Accelerate, run in, attack till low health, hit Rewind if necessary and start over again (Remember A4, ST, BA, (RW). Also with the titan and tower is can be hard for them to hit you because you can quickly move out of their range.

What I meant by "This item, Rod of Tahuti & Demonic Grip are core items..." is to Polynomicon. If you read it, that entire paragraph is all about how Poly is a must item for Chronos.
I listed lots of different items and commented about your entire build and changed it, because, quite frankly, it isn't the best you can get out of Chronos. I'm saying your build is bad, because it's just bad.
I'll put it this way; Imagine someone building Loki with Hide of the Nemean Lion, Stone of Gaia, Warrior Tabi, Titan's Bane, The Executioner & Void Shield. Is that a viable build? is that the right way of playing Loki? Is that a god build?
No. It's not. The entire purpose of Loki is to maximize your burst potential and reduce your ability reliance. CDR, power, penetration. That's it.
All I'm saying, is that the build doesn't suit Chronos. The build that I listed above for Loki is far more hideous and terrible than yours, in comparison, but, still...
It took a bit to get used to how fast this build moves, but afterwards, darting past opponents and making it so they couldn't land a skill on me made it very fun. Also getting a stun out every few seconds makes this build very effective, especially for chasing down someone.
I would recommend updating it though to clearly describe how and why for the skills and items, and how you use him in different situations but so far, great build. Also it looks a little bland.

This guide is not finished in the slightest, after playing this build against many players, and teams I had alot of comments post-game on this build and people found it annoying/affective to fight against. There are many issues with what you have said, and i will go over a few of them and update things that were not correctly explained to you and in this guide.

Those two items are in that build... so what was the point of saying this?

The point to this build is overwhelming speed against your enemy. So with the item build and the skills, you dont need Time Rift until later. The focus is more on stopping the enemy and speeding yourself up. So why waste a skill point or mana on something like Time Rift.
With the other items you are listing, you completely change the type of build that I am trying to create. So how can you take that as a negative affect? If you don't agree with the build don't argue with the items in it. If the skills, items and order of everything is not to your liking, then this isn't the build for you, and don't try to turn it into something else.
The CDR, With Hastened Fatalis, allow for quick repeating combos or skills and rapid movement even while attacking. Lastly the only item that could be changed in this build and still be ok is the Book of Thoth, which could be traded for a mulitude of items which i will update at a later time. This being my first guide I just wanted to get the concept out there so others can test it out.
Lastly for the Con "Can be hard to control", that is a completely valid one due to the insane movement speed and attack speed you will acquire with Accelerate, speed jungle buff, and sprint and a few people who've tried this build have said that precise thing.
Chronos doesn't need max CDR. He needs some. Either Shoes of Focus or Chronos' Pendant are great, but getting both is somewhat an overkill. If you do get Chronos' Pendant, you should gets Shoes of the Magi for the penetration. If not, stick with Shoes of Focus.
Hastened Fatalis is a good item for 1v1, but other than that, it's just bad. It doesn't serve you as well as something like Bancroft's Talon. Chronos has high scaling on his Time Rift & Stop Time, and power bests attack speed since his passive, depending on the quarter, benefits A LOT from more power.
Book of Thoth isn't such a good item, especially on Chronos, since he doesn't have the farm potential of someone like Ao Kuang, and his mana pool is fairly small.
I don't know how you have been playing without it, but Polynomicon is a MUST for Chronos. This item, demonc grip & Rod of Tahuti are core items, and must show in every Chronos build (unless you are trolling or something). It suits Chronos perfectly. And you miss it.
The skill order is one of the worst I've ever seen. Why do you not get Time Rift? It's necessary to clear waves. Chronos has one of the worst wave-clears in the entire game, at least compared to other Mages. It is the skill you should max first, aside from Arena, maybe. It has a short cooldown and high burst. It's great for clearing waves and fighting someone. And you shouldn't put more than 1 point into Rewind, until you have no other place to spend those points. The only thing that scales on this ability is the cooldown, and a mere 10 seconds reduction per level.
And what is that leveling order? I'll just sum it up by this: The priority for leveling skills is:
Time Rift > Accelerate > Stop Time > Rewind. (put one point into Rewind at level 5 and forget about it till you get to the last levels).
It has been proven that Time Rift is more helpful at clearing waves than Stop Time is. Why? Because you can use 2 Time Rifts in one 2nd quarter of Wheel of Time during Accelerate and thus save A LOT of mana and still clear waves decently, where as with Stop Time you only get to use it once at a wave at the 2nd quarter. And by the time you've maxed Time Rift, you don't need to level Stop Time to clear waves, as your wave clear is efficient enough and you can start spending points into Accelerate.
You really can't list a "Con" as "too fast so he might be hard to control". Just... no...
You don't explain almost anything in the guide. The item explanation is almost non-existent, there is no skill explanation, role in team fights, and how you explain how to fight is just wrong and, quite frankly terrible.
The guide itself looks dull. There is no BBCoding whatsoever.
I'm sorry for the harsh criticism, but, this guide is plain terrible. I hope you don't take it personally and continue to make guides, and improve. Take what I have said to consideration, but don't be offended. Here what I have to say.
