Rising Dawn does minimal damage for early game clear, but the protection stripping is critical for late game play. Early access to stun (solar flare) and good communication with your carry can lead to some quick kills and get the snowball rolling.

My take on everyone's favorite beetle. I've played like 40% of my games with this dude and have 3 stars on him. This build nets you 3500ish HP, increased movement speed, max CDR, and a +25% atk speed aura (seriously, why don't more people use Shogun's Kusari?), plus the potential for antiheal aura and physical/magical protection aura.
Most of the build slots are flexible. If you have a carry that is very AA focused (ex. Izanami), I would suggest building Kusari after boots so you're adding that much more power in lane. Elsewise, if you think you'll need it, start early on Gauntlet of Thebes or a sovereignty/Heartward Amulet based on your protection needs.
Early game mana management is very important for Khepri, like many guardians. I have learned that you should not just use Rising Dawn on every line of minions every time they come up. It does marginal damage and can cause you to get minion kills when you don't mean to (as a result of DoT), thus slowing down both you and your carry when it comes to evolving blessings or gauntlet/transcendence. Save all abilities for when you need them: engaging enemy gods. a well timed root, grab, or protection debuff can be the difference between a kill and getting killed.

Mostly this build is solid. Sentinel's Embrace is one of his two best support starter upgrades (the other being Compassion right now), and you've mostly got good support items. The main issues I have here are:
Shogun's is very nice, especially if you have 2 or more basic attackers, but it's not really doing all that much early, as most basic attackers really won't have their DPS online until later. It's also great for objective takedown (like Gold Fury and Fire Giant), but again, that will be more helpful mid-late when teammates are grouping up more.
Honestly, I'd probably suggest either rushing Gauntlet of Thebes or Sovereignty in that spot. I do see you mention Heartward Amulet or Sovereignty in your writeup, but I think Sov should be the standard, not Shogun's.
[*}Your skill leveling looks haphazard, like you just randomly clicked on different skills just to fill it out. Now, there's some function out of odd-leveling with Khepri because he gets longer pulls, debuffs, etc. for each of his skills, but I AM curious if there is any rhyme or reason to your leveling.
Also, I can see function in grabbing Solar Flare 1st, but it will typically be Rising Dawn specifically for the higher damage to start the Void buff. But if I were to get Solar Flare that early...well, I'd probably get Abduct in that spot (higher damage again for the initial camp), and grab Flare 2nd. Then you have 2 CC abilities to possibly surprise with early kill potential (very situational). Standard, though, I'd be getting Rising Dawn 1st, Abduct 2nd, and Solar Flare 3rd.
