So, I've decided to make a guide on a god I like in a role i like, just for fun. This guide is by no means perfect, and any criticism is allowed, but please don't kill me in the discussion section. With that out of the way, I shall tell thee about Fenrir.
Fenrir is an Assassin, which means that he's supposed to deal a lot of damage, and take little. As such, you might understand that he isn't the best Support. And he isn't. Don't get me wrong, he's a lot of fun in casuals, but he won't win your games every time.
I think I'll start at the start: once you spawn, you buy your items, and move to lane. Yes, you read that right, season 3 player, to lane. The first thing you are to do is clear the wave. You, as Fenrir can do this easiest by basic-attacking the melee minions 5 times, and then Brutalizing the archers. Once that is done, you do a purple camp. if you outcleared the enemies, you take theirs, if you didn't, you take your own. If the clear was equal, and you're in a good spot as opposed to them, you contest the buff they're going for (if they're not going for buffs, invade theirs. You then return to wave, and repeat the process, all the while trying to outpoke your enemies and making sure you're not getting rotated on.
Once you have about 1800 gold, you should be thinking abut backing for your boots and a Chalice of the Oracle. Ofcourse it may not be a bad idea to back if you get outpoked early, but dont back too much, else you risk losing lane. After this, the goal is to farm up in mid and duo, to rotate around when needed, and to help where needed. keep in mind that you aren't going to do as much damage as you normally would, and that you also won't take as much. Try to back every time your wards are about to despawn, so that you can refill your chalice and place some more.
As a little bit of a harder part to Fenrir, there are the Relics that you buy. Normally, in the jungle, you're going to want to build offensive relics for yourself, but in Support role, you are going to want to help your teammates. You can do this the standard way, by giving them survivability, with a Shell or Phantom, but you can also use your relics to initiate (Heavenly Wings, Horrific Emblem). As a third possibility, you can use your relics to counterbuild strong healer compositions, with a cursed Ankh. Of course, I won't say the other relics aren't good, but in my opinion, these are the best for this role.
Rituals and Potions are a story similar to that of relics; they're situational. What makes them different is that they're late-game focused. To my knowledge, the best idea is to always have a Flickering ritual on you, starting when you have your build finished. The other Rituals might be useful, but I advise caution with Frenzied, Rallying and Revealing, for they are much harder to use effectively. Last but most definitely not least: if at any point in time (after you've completed your build) you can afford to buy an Elixir of Defense, do so, for it will make you much harder to deal with for your enemies.
Note: this guide is outdated. The build is no longer viable, and much of the information is no longer of any value. I will be making a new guide to Fenrir Support soon.

I'd recommend less CCR oriented items and more team play items like sov and heartward. Other than that, your situational items and relics look good. I think spectral armor's gonna be a hit with Fenrir now.
I'll be saving my vote, if you make any changes PM me. I'll be ecstatic to see what you've changed!
