This build is not mine, I'm just uploading it for future reference. You can change Spear of Desolation to a different type of penetration item. Let me tell you, it really is possible to one-hit with this build. Using it takes a bit of an adjustment, though. You can't exactly no-sell everything like you can as a full tank. The good thing about this is that if you can hit your 1-Basic-2-Basic combo, and you have all stacks on 2's passive, not only do you one- or two-hit all but tanks, they are also stunned the entire time. If they manage to survive this (by going full tank or buying sanctuary), you still have 
Tremors. Activate it, and it will either finish them off, or it will set up for your teammates. Last tip: it often helps to initiate with your ultimate, which has the most power-based damage. And it makes it harder for them to escape.
