Zilb, I think you might be referring to him pre-nerf. His has a damage increase per missing health, but he doesn't have any pen in his kit anymore.

Oh I thought that nerf just reduced his pen, I didn't know it got straight up taken away x_x

This build honestly will not work for hou yi. Hou yi is a huge ability based god. And having critical items is good, but really, crit is just as powered hit of basic attack strength. With no power, there's no real reason for having critical hits.
In my opinion, this build needs to be edited, build transcendence, which is huge for hou yi, then go into ichival, have some attack speed is fine, then go into penetration. I would only do one item max for crit.
Only on assassins would a full crit build like this would really be efficient. Next time; just take some time to really research and try out builds before posting.

The entire build really does not work at all. This is one of the various builds polluting the site where there is little thought put into the build itself and the build does not have any explanation. Like most other builds of this nature, the user that posted it creates an account, posts the build, and is then never seen again.
If the user is active on the site after posting, and the build is like this, they are most likely ignorant and should be given constructive criticism.
If the user does not reply to anything and made the account just to dump this guide into our hands, the build should be ignored.
That's just my personal advice.
