He Bo is a heavy hitter with a wide array of fun mixed with some skill.
He will either be a huge benefit to your team; or he will be a disaster.
I have found that He Bo has no middle ground - he is either ridiculously good or bad depending on the match-up.

Pro:
-Loading up on Water Cannon gives a huge damage output.
-Early on, He Bo hit's harder than most other characters.
-Although mana runs out fast early game, the build provides enough that he stays efficient throughout late game.
-Hit's hard and generally has enemies backing off.
-Throwing enemies in the air is great for control and can push enemies from charging you (splash them up and drop your flood to go through them and past).

Cons:
-Squishy; one hit and he hurts especially late game.
-Not the easiest to play; have to avoid attacks.
-Easy gank target.
-Struggles against Arachne the most (her brain-nomnom attack is almost an insta-kill)

Items are generally stacked for damage output as his 3 second splash becomes 2 seconds with the 20% cooldown reduction and his Tidal Wave comes back much quicker.

If you build him for damage - damage you shall receive.

Not bad at creeping except 1 on 1 close range he often dies...

He is good for a quick flank and returning back to his lane.

Generally, if He Bo comes behind enemies in a lane... they are in trouble.

His Flood Waters make it hard for them to escape and he hits moderately hard... especially if teammates are chasing them down.
