Greetings.
The name is JCare and this is my Cupid build. And I use it pretty much in every game mode. Generally speaking, I suck at playing all Hunters. All except Cupid.
This is due to Cupid very simple mechanics and abilities.
The general aim of the build is to maximise the damage from both abilities and basic attacks. This is done by maximizing the flat penetration stat and attack power.
The reason penetration is chosen over crit is because abilities do not crit, however their damage is increased by penetration of which with this build Cupid gets 50 flat.
You might point out that Cupid only has 2 damaging abilities. But they are amazing ones.

Passive: Lovestruck - Cupid's passive is very simple to understand, although not one of the most easy to use. Everytime Cupids hits a basic attack, he gains 1 stack (1 heart) of his passive to a maximum of 8 stacks. Each stack increases the damage or healing of Cupids abilities by 2% each stack. Additionally if Heart Bomb (1st ability) or Fields of Love (4th ability) are cast at max stacks they have an additional effect. Te stacks are reset every time either of those 2 abilities are used.
1) Heart Bomb: Cupid's 1st ability consists in firing a projectile that stops at the first enemy hit, dealing damage and slowing them. After 3 seconds (or if the target takes fatal damage) the ability triggers again causing an explosion around the target, dealing area damage. If cast at 8 stacks of Lovestruck the targets hit by the explosion are also stunned for 1 second. This ability is a heavy hitter, doing insane amounts of damage to a single target.
2) Share the Love: Cupid's 2nd ability is a simple one and the reason for his sustain. Cupid throws 3 hearts on the ground that will heal any teammate (including Cupid) that steps over them for a small amount. However, if Cupid isn't the one to pick them up, he gets mana back. 2 hearts picked by a partner and the ability pays itself with a 10 mana gain.
3) Flutter: Cupid's 3rd ability is a dash that leaves a trail behind that increases the movement speed of any allie. Cupid also gets a small attack speed buff. This ability is mainly used as an escape. Being very squishy it is not often advised to use it aggressively as Cupid, being usually better to save it for an escape.
4) Fields of Love: Cupid's 4th ability is one of the strongest CCs in the game. It is a very large AoE that cripples and slows all enemy gods hit. After a few seconds the entire area explodes, dealing damage and mesmerising (stunned until they suffer damage or the time passes) any god caught in the blast. At 8 stacks of Lovestruck the mesmerize lasts twice as long.
Cupid's basic and only combo consists on hitting Fields of Love, followed by a few basic attacks and Heart Bomb for plenty of burst potential.
The priority should be Fields of Love > Heart Bomb > Share the Love > Flutter.
Cupid is an ADC, meaning his basic attacks are a very core part of the damage he deals. He also has 2 of the most awsome abilities in the game. As such, Cupid's best items are the ones that benefit both (penetration, attack power and attack speed).
1) Warrior Tabi or Ninja's Boots: Both are equally valid for Cupid. While Warrior Tabi provides more raw damage for the abilities, Ninja's Boots allows Lovestruck to stack faster and the abilities to cast more often, specially in the early game with the extra mana.
2) Jotunn's Wrath: Provides power, penetration and cooldown reduction. Everything needed to empowere Cupid's abilities and basic attacks.
3) Qin's Sais: This item is the reason why penetration is a viable choice for ADC's and as such mandatory for Cupid.
4) Hastened Fatalis: Cupid is a squishy god, as such, any extra movement speed is fundamental towards staying alive. Additionally this item provides attack speed and penetration as well as a passive that allows Cupid to remain very mobile while still dealing damage.
5) The Crusher: Attack Speed, Penetration, Attack Power and Cooldown Reduction. This item provides everything Cupid could ever need.
6) Brawler's Beat Stick or The Executioner: Both items are perfectly good choices for the final item. The Executioner should be better if the majority of the opponents are stacking physical protection. However, if they are not stacking, or they have lots of lifesteal or healing, then Brawler's Beat Stick should be the more powerful of the two.
Relics: Cupid is very squishy, so Aegis and Beads are always a very good choice of Relics for Cupid.
Consumables: Cupid has in built sustain so he doesn't need both potions. My advise is to get wards and the mana potions for the early game. And wards and whatever should be useful ahead once mana is not a problem anymore.
Wards are a very important part of any ADC, specially Cupid. Being so squishy, being able to see threats before they become dangerous is the best defense Cupid has.
In spite being an ADC, Cupid's entire kit screams team, with every single ability providing something for the rest of the team.
Heart Bomb provides a slow and on occasion a stun, both useful to chase or peel an opponent.
Share the Love can heal allies.
Flutter can temporarily increase the movement speed of allies, again both useful to chase or escape.
And Fields of Love is one of the best initiations an ADC can provide for a team fight. The enemies are crippled and slowed and those that can't escape the field also get mesmerised. All perfect setup for your teammates to hit their abilities.
