This is an Athena build I use in Conquest only for the Support role. I'm a Support main, and Athena is my go-to god to play as Support. I have a 69% winrate with her, and over 1700 assists.

Shield Wall is ALWAYS first for fast camp clear (unless you are invading, in which case level up Confound instead.) After that, level up your 2 and then your 3. At level 4, take a second point into your Shield Wall, and then at 5 take a single point into your ult. You can also take a second point into Confound at level 4 instead if you want to be more aggressive. Once you have a point in your ult, max out Confound, and then Shield Wall, and then Preemptive Strike. Don't max out your ultimate until you max everything else out (or at least Confound and Shield Wall.)
Make use of Reach every single time it's up. If you have reach up, don't use another ability until you fire your reach. At least fire it at some creeps or something to tag them and help your ADC clear them.
Your Preemptive Strike slows by 25%, which is pretty decent so make sure you're not just dashing randomly to taunt, make sure you actually hit the dash.
The combo is: Preemptive Strike, Reach auto, Shield Wall, Reach auto*, Confound, Reach auto
* The reach auto after Shield Wall is hard to fit in because if you waste a little bit of time fitting in that reach auto they could possibly get away and out of range of your Confound. The first and third ones are pretty easy to confirm though.
Athena is a top tier support for Ranked, and is perfectly playable there. I try to get her first picked for me every single time.
PROS:
[*] Global Presence (Mobility is crazy)
[*] One of the best Crowd Controls in the game that lasts for an entire 2 seconds on a decent cooldown as well.
[*] Does a decent amount of damage as well (it's not going to be 100-0'ing people, but it isn't small by any means.)
[*] Great clear
CONS:
[*] Her 1 (Preemptive Strike) has a long wind up time that can be interrupted easily. For example, Geb's knockup instantly cancels it and you need to charge it up again.
[*] Is just countered by Geb in general. Geb can very easily peel for his allies, if Athena taunt them Geb can just shield them, if Athena is charging her dash he can knock her up, and has a much more impactful Level 5 in lane than Athena does.

If the enemy team is heavy on slows,  Winged Blade is an obvious pick up.

Sell Breastplate of Valor for  Mantle of Discord 100% of the time. Only do this once you have enough gold to buy it straight up full price after selling Valor.

I rarely pick either of these items up anymore. I would only recommend them if they are very heavy on physical/magical damage (if they have 4 physical and only 1 magical, or vice versa) |

If the enemy team is heavy on healing, replace Bulwark of Hope with  Pestilence ALWAYS.

You ALWAYS want to start with Travelers Shoes, but late game sell Travelers Shoes for  Shoes of Focus when you are full build
