This is a build i have been using for Anhur for quite a while, the only downside is that at the beginning of the arena if you don't use him properly and carefully you can definitely not do well. Though towards mid-game and end-game he is very very powerful, I've played at least 25 arenas with this build and i can confidently say that this is great, you can often destroy casters in 3-4 hits towards with the very high crit rate and power. Mostly about 3 basic attacks and one Impale and most casters or low defense people are done for, however that relies on crits to happen, which usually happen quite a bit with this build. After you get the golden bow it makes taking care of creeps much easier as well. The shard is very nice for a quick heal and mana boost, on the plus side it gains stacks relatively fast, but the heal is not that powerful.
The last 2 items can be any of these depending on the game length and your gold situation:

Frostbound Hammer *
Jotun's Wrath * (very nice to have for the cooldown reduction)
Hydra's Lament *
Titan's Bane ** (If the opposing team has 2 tank gods, this item is a must)
Eye of Retaliation
The Executioner
Fatalis *
If you're low on cash or if the games ending very soon get Fatalis first then try to get another item like The Executioner to make the most of the last few minutes of the game.
I added this section for active items, if you have an Ares or Hades on the other team, Purification Beads are a must. The Girdle of Inner Power is one of my personal favorites, if you pop that right before an important battle it could make all the difference. I don't have many mana probs with Anhur so i tend to not buy Meditation, but i've seen some great players use it so ill leave it on this guide. Combat Blink is very nice too, just in case you're escape (disperse) is down, you can at least get away asap. Basically you should use you're best judgement when buying the active items, and how many tiers you go on them. If you find you're using one quite a bit, it might be a good idea to get the 2nd or 3rd tier. Sometimes i buy no actives at all, except maybe beads for Ares or Hades. Good Hunting :)

I would suggest one thing though. At the beginning buy your first tier tabi and then buy Death's Toll. I find this conjunction early game quite rewarding. Death's toll gives you 15 physical power plus a whole lot of extra perks. The first tier of Deathbringer costs more and only gives you 15 physical power. Play the early game with Death's Toll and then once you have enough gold sell it and buy Deathbringer. Doing this has helped the issue of being slightly squishy and vulnerable early game with your current build.
